Statutes
GL-TTP statutes were presented and two modifications were proposed. The first one concerned the change of headquarters address and the second one was the proposal to get all the active members involved in the council of GL-TTP with the founding members until the next General Assembly meeting. Even if the two proposals were agreed during the meeting, it was decided to get the approval of all the members through e-mail ballots. Download (93 Ko)

Accountancy

The first budgetary year will cover the 2005 period and will end on 31 December 2006. Therefore, the expenditures are distinguished between 2005 and 2006 and shown simply in the downloadable accountancy file. The expenditures added to an amount of 125.000 euros in 2005, totally covered by the GLIP project, which allocated some support to launch the platform. The forecast budget in 2006 will add to an amount of 154.000 euros composed of 2/3 of staff costing and one third of services. The income is based on the sharing by half from GLIP and the membership fees. It is expected that the membership fees will increase during the next few months and will become the main income of the platform to cover the basic charges. Any new activities, project, will have to find its own budget.

Transfer procedure

This diagram summarises the different steps to organise and to manage any programme of transfer. A consortium agreement will define each of the following steps:

1. The definition of the programme is the responsibility of the Scientific Manager who will interact with all the members of GL-TTP.
2. An open call for application is submitted within GL-TTP in a first choice, and outside of GL-TTP when expertise and know-how is absent from GL-TTP membership.
3. The funding and the implementation are shared among the members of GL-TTP, with any financial supports received by GL-TTP.
4. The results belong to GL-TTP, which manages intellectual property rights, access rights and licences, on behalf and for the benefit of its members, taking into account the contribution of each member.

The consortium agreement will be written with the contribution, advice and requirement of the current members of GL-TTP. The list of first proposals of transfer will ease the writing of the document, which will require a large consensus among GL-TTP members. A list of GL-TTP activities is in progress and will be sent to GL-TTP members. These activities will be based upon members’ needs and requests.

Intellectual property management
A first draft for intellectual property management was presented during the meeting. The main challenge is to avoid, when possible, exclusive access of technology to ensure the best evolution and improvement of these results, and consequently to provide the highest added value for any uses. This absence of exclusivity does not imply that access to the results will be freely available. Some representatives of CGIAR highlighted the public research duties regarding access right management and collaboration with other institutes, especially in developing countries. The consortium agreement will take into account that point with the contribution of CGIAR members and other public organisations. It is proposed that a working group will be established within GL-TTP with the members who have expertise and know-how in IP management.
